Training objectives

The course is aimed at focusing public management in the general framework of relationships between central authorities, local authorities and organizations (of public or private ownership) providing local services.

At the end of the course the student is able to develop analysis and managerial choices within the public sector.

Course programme

In the first part, the course will focus on the characteristics of companies providing public services. It will analyse the evolution from the bureaucratic model to the New Public Management and Public Governance frameworks. It will focus on the rise and fall of the “State Entrepreneur” model. The second part of the course will analyse in deep the relationships between local authorities and those subjects which participate in providing public services.
The third part will focus on the specific characteristics of local authorities’ financial statements and methods in planning and controlling public admininistrations’ performances.

Didactic methods

Theoretical lectures about the basic elements of the course, case studies, study visits.

Learning assessment procedures

Oral examination.

The oral examination determines the final grade. Students must obtain a minimum score of 18 out of 31 in order to pass the exam.
