Training objectives

Course's objectives: to obtain a basic knowledge of the fundamental principles and concepts of the Italian administrative legal system, in particular, of those concerning central and local government and administrative activity. To obtain the knowledge of the law concerning local public utilities.

Prerequisites

A basic knowledge of the italian Constitution and the structure of state powers.

Course programme

The contents of the Course: the organisation of public administration; the public powers and the governance of the economy; the most recent administrative reforms; the local governments; the administrative proceeding; the administrative authoritative activity; the administrative agreements; the public contracts; the legal aspects of public utilities, and in particular the public utilities concerning water supply and the collection, transportation and disposal of waste materials.

Didactic methods

Teaching method: the lectures - which will be conducted entirely at a distance (streaming) - concern all the subject matters of the Course; the lecturer will point out the mainstream positions of the legal scholars and courts. Some topics of the course programme will be deepened through the reading and discussions of some of the highest Courts' judgments. Practical exercises and/or group assignments may be scheduled to examine case studies.

oral examination (for attending or non- attending students)
For attending students: there may be midterm examination tests (written exam; individual written reports and/or group working papers) which, if successfully passed, may count toward the final exam.
