Training objectives

The aim of the course is to furnish knowledge of the main institutions of public law, with particular emphasis on the mutual relations between State, Regions, Local Entities and the European Union; the structural links between the birth and constitutional evolution of the modern State, on the one hand, and of the capitalist economy, on the other end, will be illustrated in parallel.
The main acquired knowledge will be:
- basic knowledge on: Shapes of State and shapes of Government; electoral systems; sources of law with their procedures and criteria of composition of the sources of law in system; main characters of the administrative measures; judicial system; protection of constitutional rights and freedoms;
- genesis and institutional evolution of the EU and EMU; the economic governance of the Eurozone and its relationship with the national budgetary law and procedures; sources of law of the EU and its efficacy in the Italian legal system; systemic role of the ECB.
The main skills (i.e. the ability to apply the acquired knowledge) will be:
- understanding of essays and journalistic articles on issues of public economic law;
- ability to identify the sources at the origin of the rules applied in the profession of accountant or consultant and their different treatment;
- basic skills in the interpretation of legal rules.

Course programme

The course forecasts 56 hours of frontal lectures, divided as follows:
Part I (23 hours): The constitutional elements of the State (Sovereignty, Citizenship). Shapes of State and shapes of Government. The Italian constitutional System (the Government; the Parliament; the President of the Republic). The Regions and the local Autonomies. The European Union and the Eurozone; the economic governance of the Eurozone and its relashionship with the national budgetary law and procedures.
Part II (23 hours): The law sources and criteria of composition of the sources in system. The Constitution. The normative acts of the State: the Law of the Parliament and the legislative acts of the Government; the abrogative referendum; the secondary legislation. The Law of the European Union and its efficacy in the Italian legal system. The regional and local law sources. The administrative function. Human Rights and fundamental freedoms. The jurisdictional function. The constitutional Court.

Didactic methods

Introduction to the main concepts of Constitutional and Public Law and Economy, explained by case analysis in the fields of the Italian legal system of State, Regions and Local powers, of the EU legal system and of the international one, using slides (Power Point) and synthesis diagram.

Learning assessment procedures

Written test upon the whole program (multiple choices).
